2027 Transit Development Plan

StarMetro invites the community to "Think Transit" in preparation for the 2027 Transit Development Plan (TDP).

Every five years, the TDP is updated and reviewed annually. StarMetro kicked off the planning process for the next update in Spring 2026. Preparing a TDP is a requirement for transit agencies receiving state funds. The TDP process helps agencies identify transit needs and project priorities anticipated over the next ten years.

As a part of StarMetro's ongoing public engagement activities, the TDP will be shared for community input. Below is a schedule of public involvement opportunities.

Southside Transit Center (STC)

  Project Overview

To help StarMetro ensure public transportation is accessible, efficient, and equitable, The City of Tallahassee has identified construction of a Southside Transit Center (STC) on the northwest corner of Orange Avenue and Meridian Street as a strategic initiative. The STC will be a major step in assuring Tallahassee has an efficient transit network supported by leading public transit services. This parcel of land is located within the larger Orange/Meridian Placemaking Project, including stormwater improvements and other related infrastructure needs. These efforts in combination with increased service and transit amenities provided by the STC will improve economic, education, residential and business opportunities for the southside and Tallahassee at large.

Fall Construction Update:

  • Construction of the City of Tallahassee's Southside Transit Center continues to make steady progress as the project moves into the final phases of construction. Several significant milestones have been achieved, including completion of the primary structural steel and roof systems, along with installation of six of the eight pantographic bus-charging arms and associated electrical equipment.
  • Work is progressing throughout the facility, with multiple trades actively engaged in interior framing and finishes; mechanical, electrical, and plumbing systems; exterior wall assemblies; and site improvements. Exterior stone and brick veneer materials have been delivered to the site, along with outdoor seating and other site furnishings.
  • During October, several highly visible elements of the facility are expected to take shape. Planned work includes installation and completion of the curtain wall and storefront systems, exterior finishes, and other building-envelope components. Technology and passenger-service systems will also advance, including network equipment, public-address systems, digital kiosks, security cameras, electronic access controls, and signage.
  • With multiple trades working concurrently and major construction milestones being completed, the Southside Transit Center continues to move toward substantial completion, followed by commissioning, punch-list activities, and final completion around the end of this year.

  Community Engagement & Design Summary

StarMetro's Southside Transit Center will be the first public transit center built in our community since C.K. Steele Plaza in the 1980s. Today, land regulation, urban planning, transit development and local, state, and federal building and permitting requirements are much more advanced.

This creates a robust process where the many stages and levels of due diligence and compliance required to build a project of this nature gives all stakeholders, especially community members, an opportunity to evaluate decisions and provide input at many steps along the way to breaking ground.

Building a new transit center from the ground up will be a multi-year coordinated effort led by StarMetro/City of Tallahassee and under the purview of the Florida Department of Transportation and the Federal Transit Administration.

The community engagement and design portion of this project, broken into phases, is part of the exciting, multi-faceted process of creating more equitable transportation options for the southside of Tallahassee.
